Step-Up is an interdisciplinary, service-learning initiative that mobilizes UK students—known as Step-Up Fellows—to provide individualized and small-group tutoring and mentoring to high-need K–12 students across Lexington. Originally launched to serve migrant and refugee youth, Step-Up has grown into an inclusive model that supports all students in need of additional academic assistance, while continuing to offer specialized support for English Language Learners. At its core, Step-Up is committed to supporting k-college students as they navigate their academic, personal, and professional journeys. 

Designed to foster growth and success, the program provides tutoring, guidance, and resources that help students overcome challenges and build confidence in their abilities. Through workshops, one-on-one tutoring, and opportunities for leadership and engagement, Step-Up empowers students to take an active role in their education and future. By cultivating an inclusive and encouraging environment, Step-Up ensures that every participant has the tools and support they need to thrive and to make a lasting impact on the wider community.

Why Step-Up Matters

Across the country, millions of children are falling behind in reading—a challenge widely described as a national literacy crisis. Fewer than half of U.S. students in grades 4 and 8 read at or above proficiency levels. Kentucky faces the same struggle. Despite the dedication of teachers and administrators, only a small portion of students reach proficiency by the end of elementary school, and many continue to struggle through later grades. In Fayette County Public Schools (FCPS)—one of Kentucky’s strongest and most diverse districts—literacy remains a major concern. The results of the 2025 Kentucky Summative Assessment show that 47% of elementary students, 48% of middle school students, and 50% of high school students scored below proficiency in reading.

Research consistently shows that strong reading skills are foundational to academic success. Students who struggle with reading often face challenges not only in English Language Arts, but also in other content-rich subjects such as science, social studies, and mathematics.

Step-Up addresses this challenge directly. Led by an interdisciplinary team of University of Kentucky faculty, Step-Up Fellows provide consistent, one-on-one and small group tutoring to K–12 students who need extra help. Working with classroom teachers and community partners, Fellows support reading, STEM, and other core subjects while building students’ confidence and love of learning. Unlike short-term tutoring efforts, Step-Up offers sustained support from elementary through high school, ensuring that students continue to grow as they advance towards college.

Meet the Team!

Francis Musoni (Faculty Coordinator)

An Associate Professor of History and Director of the International Studies Program at the University of Kentucky, Dr. Musoni is the founding Faculty Coordinator of Step-Up. Since launching the program in 2023, he has led its curriculum design, school partnerships, mentor training, and early program evaluation.

Dr. Kristen H. Perry (Faculty Partner)

A Professor of Literacy Education in the Department of Teaching and Learning at the University of Kentucky, Dr. Perry co-leads Step-Up’s training and mentoring services, shaping the program’s educational vision and ensuring it remains rigorous, research-based, and responsive to student needs.

Dr. Ozge Yalciner (Faculty Partner)

An Assistant Professor of Curriculum and Instruction, Dr. Yalciner specializes in language and literacy education, bilingualism, and culturally responsive teaching. Within the Step-Up program, she co-leads student training and professional development, preparing UK students to deliver high-quality academic support across literacy, STEM, and other subjects.

Dr. Cherra Mathis

An Assistant Professor in the College of Social Work, Dr. Mathis brings extensive experience in youth development and community engagement, having led multiple education and family-support initiatives in Arizona and Pennsylvania. In the Step-Up program, she helps train university students in socio-emotional mentoring, equipping them with the skills to support K–12 learners both academically and personally.
